City Seeks Feedback on Proposed Pearl Street Multimodal Improvements

The City of Essex Junction has announced an updated proposed scoping study for significant multimodal improvements along Pearl Street (VT Route 15), stretching from Susie Wilson Road to West Street Extension. Partnering with Stantec, the City aims to enhance safety and accessibility for pedestrians and cyclists while addressing the area’s transit needs and maintaining safe and efficient vehicular conditions.

The latest concept builds upon insights from a 2018 proposed study conducted in collaboration with the Chittenden County Regional Planning Commission (CCRPC). The earlier plan proposed a comprehensive reconfiguration of Pearl Street, which included removing the center median, reducing the number of vehicle lanes from four to two, and installing buffered bike lanes. Additionally, the plan aimed to replace the existing 5-foot sidewalk with an 8-foot shared-use path. However, budgetary constraints have prompted a shift in approach. The estimated cost of the earlier proposed plan would be approximately $4.3 million, adjusted for inflation to 2025. The cost presents a formidable funding challenge for the City and exceeds typical awards from state and federal programs. As a result, the City has pivoted towards a near-term design focused on improvements that can be implemented more swiftly and cost-effectively.

The revised proposed plan is set to enhance safety and connectivity for cyclists and pedestrians while minimizing disruptions to existing infrastructure. Key components of the proposed new design include the incorporation of new crosswalks and an eastbound transit stop. This addition aims to address a ¾ mile segment currently lacking safe access for riders using the eastbound Green Mountain Transit Route 2 buses. The existing sidewalk is also proposed to be replaced with a wider shared-use path.

"We recognize the need for enhancements along Pearl Street to facilitate safer movement for all users," said Chris Yuen, Community Development Director. "This updated alternative strives to deliver meaningful improvements within the next few years, using available funding."

Residents and interested community members will have the opportunity to discuss this draft alternative at an upcoming public meeting scheduled for Thursday, August 7, 2025. The meeting will take place at 6:30 PM in the Kolvoord Room at Brownell Library, with remote access options available for those unable to attend in person.
