City Road Construction

Crescent Connector Phase 2 Project

The second phase of the Crescent Connector Project will consist of constructing a new roadway connecting Park Street to Maple Street and a full-depth reconstruction of Railroad Street. Work will begin on May 15, 2023, with the preparation of the site with construction limit fencing and signage. Construction will begin in earnest on May 22, 2023, on Park Street. This project will impact Park Street, Main Street, and Maple Street at various times throughout the course of the construction. Moveable message boards will warn of street and lane closures. It will also include the installation of new traffic signals at Park Street and Maple Street. The project will include bike lanes and new sidewalks, and the entire route will have new street lights installed. Phase 1 of this project, which focused on railroad crossing improvements within the City core in 2022, is now complete. Both phases of this project have been in development for the past 12 years, and the construction of Phase 2 will complete this long-term project. The estimated completion date of this project is November 2024.

Corrective Action Plan Amendment Crescent Connector Roadway

September 22, 2023 Daily Update

Pedestrian/Bicycle/Traffic Impacts Monday , September 25th   - Monday, the contractor will continue to pour sidewalk in the vicinity of 34 Park. Pedestrians should use the sidewalk on the west side of Park Street between the track crossings unless they are going to a business at 34 Park Street. Access to 34 Park Street will be maintained.  There may be vehicular delays on Park Street as material and machinery are moved to that area to pour the new sidewalk.

Curbing will be installed on both sides of Railroad Street on Tuesday, September 26th (tomorrow) and sidewalk work will be occurring on Wednesday and Thursday. This work will block driveways on Railroad Street and the intersection of Gaines Court and Railroad Street.  Railroad Street will be closed to through traffic.

Driveways on Railroad Street and the entrance to Gaines Court will be blocked starting Tuesday morning, September 26th at 7:00 am and will not be accessible until Friday afternoon.  Please be sure to have all vehicles off Railroad Street and Gaines Court by 7:00 am tomorrow morning so that the construction does not prevent your vehicle use.

Parking is available in the public parking area behind Firebird Café and on Ivy Lane.

The contractor provides their best prediction of their next work cycle, and we will be sending these emails daily during the week to keep you informed of the construction progress. Please keep in mind that construction is a fluid process and sometimes plans must change based upon weather, conditions found in the field, or other factors.

September 22, 2023 Daily Update

Today the Contractor paved the section of disturbed roadway north of Fairview Drive. They also continued with the pressure and leakage testing on the section of new waterline from Brickyard Road to Taft Street.  They were unable to get a passing test today.

On Monday, the Contractor will install the new water service to 143 Main Street and continue working to purge the trapped air in the new section of waterline. The Contractor will also begin removing a section of ledge near Athens Drive necessary to continue installing new waterline.

Monday’s work will not require any expected water shutdowns.

The driveways for 121 Main Street and also 141, 143, and 145 Main Street will be blocked by equipment periodically as part of the testing and water service work.  The contractor will work with the residents to facilitate access as needed.

Traffic on Main Street will be reduced to one lane with flaggers controlling the flow of traffic. The traffic signal will be flashing, and flaggers will be controlling traffic around the work area.

The contractor provides their best prediction of their next work cycle. Please keep in mind that construction is a fluid process and sometimes plans must change based upon weather or conditions found in the field.
